My most warm and heart-felt birthday greetings go out today to my long-time friend and now running mate, Atty. Jose “Joey” Daluz III.
You are among the persons I have long looked up to in the realm of public service. And the biggest proof of that is how our careers in public service parallel one another.
You began your career as a barangay councilor in Calamba. So did I, in Kamputhaw.
You were a leader of the Barangay Councilors League of the Philippines-Cebu City Chapter. So was I.
You served in the Sangguniang Panlungsod of Cebu City for a total of 12 years, and passed over 3000 resolutions and several key ordinances.
I too began as a city councilor of the Sangguniang Panlungsod; and though my years of service was shorter, your dedication towards meaningful legislation directed my focus on doing as much legislative work as I could with the time I was given.
Moreover, throughout what has been a very meaningful public service career here in City Hall, you are among those I would consider directly responsible for helping me secure the public’s mandate, being the campaign manager of our party in the 2016, 2019, and 2022 elections.
And even in the daily task of running the office, your initiatives at the MCWD, developing new water sources, installing new distribution lines, reducing non-revenue water by rehabilitating existing systems, implementing priority programs, and improving the financial standing of the district, were constant sources of inspiration.
You are indeed a truly significant figure, not only for the people of the City of Cebu, but also to me. And I am truly grateful for your presence.

Perspective. Cebu City is larger than the sum of the urban centers that define it.
Makita nako ni every time I visit the upland barangays of the northern district. I’ve made it a guiding purpose to mobilize the city’s resources towards improving their access not only to basic services but also to mobility.

I meet with barangay captains, barangay councilors, and our own community leaders regularly to discuss their concerns.
I try hard nga masiguro nga ang perspectives sa atong mga leaders og mga mulupyo sa upland barangays, labi na ang ilang mga kababayen-an, are considered and represented in all the laws that I draft and propose to the City Council.
I am thankful whenever women organizations, like this one from Barangay Lusaran, ang usa sa labing hilit nga barangay sa north district, are formed.

A women’s organization was recently formed in Barangay Lusaran. Ang Lusaran ang labing layo nga barangay sa atong distrito. Boundary na siya sa atong dakbayan, Balamban-Asturias, og Copostela-Danao.
I’ve also been very open to partnering with civic groups and organizations that can help bring much-needed services — medical missions, feeding programs, food aid distribution, legal clinics, ug uban pa.

Sayo ang pag saulog sa Valentines Day sa mga senior citizens sa Barangay Kamputhaw. Nag house-to-house distribution ta karon sa barangay where my life in public service all began — as their barangay councilor in 2013, and as their number one pick for the city council in 2016 and, again, in 2019. I feel joy in the company of our seniors. Those who’ve seen me up close with my parents will understand.
