Vice Mayor Labella has a point. The previous administration shelved the underpass project until the city and DPWH came up with measures that would mitigate the traffic expected during construction. However, when Mayor Tom took over, he immediately had the project implemented, despite the lack of a traffic plan and alternate routes. I wonder why he rushed it. Am I to believe a reliable source telling me that a certain mayor and congressman pocketed a 67M commission from the said project?
